Many European & other manufacturers have dirtier diesels than the VW Group.

Fiat, Nissan, Suzuki, Jaguar/Land Rover, Vx/Opel. Volvo...............the list goes on & on

How can they measure VW emissions when the cars haven't been fixed yet? (either software or hardware updates)?

The whole regulation is a farce anyway. The rules state that these systems can be switched off to "protect the engine".. a very vague statement which the carmakers are exploiting.

I remember when the VW story broke - there was a programe on the BBC IIRC where they tested a Passat and a Zafira- The VX figure were further out than the VW's

As the EU car regulations have effectively been taken over by the German carmakers , is anyone surprised?

"Regulatory capture" is the phrase I believe.
