A machine, apparently to pre-screen people suspected of driving under the influence of drugs - a "failure" would mean a blood sample could be taken straight away.
This would seem a good thing - however, why is it needed - surely if someone "fails a field impairment test", and is not very seriously damaged by a crash, a blood (or other) sample ought to be automatically taken?

Blood analysis for drugs is not as simple as for alcohol as several substances would need to be tested for making the process more complex and considerably more expensive.
