You can't judge it by UK police PC driven standards. Many American police are shot when on duty. In the USA the police car is part of the weapons suite.

Yup...take the guy down by any means. In his unbalanced state he could have done anything with the gun. Better a couple of broken legs than dead people.

He had a loaded lethal weapon, it was bound to be met with potentially lethal force in one form or another. You don't doss about when facing blokes with guns.
