Right at the end he's talking to someone. I believe TFL have 2-way radios for contact with drivers, perhaps they also know the positions (and hence speed) of their buses?

Buses are quite slow these days. In my youth double deckers were sometimes driven very sportingly indeed. One did sometimes wonder if they would get away with it, but they always did when I was watching. Big buses are more stately today, although single deckers still do it sometimes, belting over the bumps and getting a proper move on.

I remember a few lunatic coach drivers on our rural school run in the early 70s. One guy in particular used to hurtle along the lanes in the first of the twin front steering axle types I'd been in. Like this...

Seemed to handle well for a coach and thankfully had powerful brakes given the times we met stuff on blind bends. They could near shoot you the length of the aisle if you were messing about standing up at the back.
