Locally there a few stretches of motorway where my satnav thinks the speed limit is 40mph because of a parallel minor road or an overbridge. Under these nanny rules the brakes would no doubt be slammed on every time you passed.

Its a scare story with no chance of getting voted in. The German economy is based on making cars capable of smashing the speed limit in any country and this regulation would decimate their european wide market. No German support and its a dead duck.

Although German cars are already voluntarily limited to 155MPH despite the unlimited autobahns, I once saw a demo of a Prius (IIRC) fitted with this sort of technology aimed at urban use e.g. where there were part-time limits around schools.
Whilst I suspect the 'news' story is scare-mongering carp, I expect that one day we might see intelligent / location aware cruise controls or similar fitted and I would probably view this as a useful driver-aid. I've used the speed-limiter cruise control in a Merc and found it very useful when undertaking (sic) urban driving in the speed-limit enforcement obsessed Antipodes.

No i don't expect it will happen quite like this, nor probably for another 10 years or so.
My guess is that new cars from a certain date will be compulsorily fitted with tracking equipment first if they aren't already, (all in the cause of anti terrorism, course terrorists won't have trackers) which not only will help confirm citizen movement monitoring (confrims mobile phone data) but will be handy for monitoring and automatically penalising all motoring offences of vehicles so equipped.
I expect Britain to welcome this new slant on state spying with open arms.
