Hmm, it doesn't say he tested positive for alcohol.
Just trying to think of any other motoring offences he's not guilty of, as it would seem to be a significantly shorter list than those that he is.
This would appear to be one where, rather than just throw the book at him, they'll need a library and a trebuchet.

I recall a man in UK being stopped for not have a steering wheel. He was driving the using a Stilson or Mole wrench on the spindle!

Been there. Done that but without the car seat.
While on "holiday" at my in-laws my Cortina Crusader was stolen.
It was found the next morning in a field out of sight from the nearest road/estate just a few miles away. The whole of the interior was missing but it was still on its wheels.
A tow truck arrived with a tow chain and it was my job to kneel on the floor and steer my pristine pride and joy (as seen on the front of Autocar) with a Mole wrench until it was back on the road. Obviously it was a write off

Early cars were steered by a tiller, not unlike a long mole-wrench.
