To me, this sounds like a good idea.
The flyover has been repaired, but will need a lot of spending, and closures just to keep it going, so wouldn't this be a good idea?

No. Its easier to keep Flyovers open and repaired than tunnels. Given the high density and slow speed of the traffic, ventilation will be a nightmare.

Doesn't seem to be a problem for the Brussels "Petit Ring".
Ok. Most of the time the traffic, while dense, is doing about Warp 9, but there's then the inevitable Belgian shunt so it all gets to crawl for a while.

...or Madrid inner ring - equivalent to a tunnel from Hammersmith to Canary Wharf
|
We tend not to do road tunnels in the Uk so fat chance of one in Ammersmif.

With more ambition they could have made the Crossrail tunnel dual purpose - road and rail
|
With a little more ambition and foresight, they would have put high speed rail tracks alongside the M25. Ambitiously they are going for HS2 tho. That will fall by the wayside in the hunt for parliamentary votes
