According to BBC report there's a later Court of Appeal case that says minor details of compliance may not be relevant provided the meaning is clear.
The signs used by Camden/Westminster when suspending the bays in Lincoln's Inn (usually for filming) are pretty unabiguous.

So, someone parks where they shouldn't. There is a sign that clearly says they shouldn't. They are fined.
But it turns out the design of the sign isn't approved, even though it would be if asked.
Ho hum, not great innocence then, just an admin thing.
Also, there is a 28 day appeal limit, so presumably its all academic anyway.
