Loophole closed.

Drivers from outwith EEC have to apply for and sit a test in most cases after being in UK for >12 months.

Some Foreign Drivers were obtaining a Hong Kong Licence illegally and by claiming to have an HK Licence then getting a UK Licence without having to sit a test.

Only EU license can be exchanged. All other drivers require to get UK license after 12 months of stay in UK.

But genuine EU licenses can be bought with a little bribery in most eastern block counties including HGV.There are hundreds of people driving in the UK on genuine licences who have never ever seen a testing station bit like Pandoras box.

Couple of years back a BBC Panorama program showed how easy to "buy" passports of all EU countries.

The reporter entered UK with fake East European passports and not stopped.

When I crossed channel and entered UK from France recently, a UKBA officer boarded the coach and everyone waved their passports. These were not checked against database - so anyone with fake EU passport can enter UK without issue.

Seems just as daft and dangerous that you can legally drive for a year with a license from a banana island before you need to sit a test. In most countries East of Germany and right into far Asia, the standard of driving and moreso the style is completely unsuitable for UK roads.

The fines are less than the costs of getting both...
