In recent weeks I have twice seen an apparently unmarkedTransit sized van with a sat dish on its roof parked on a central road island on Hampton Court Way. ( near the junction to the level crossing )
A very unusual place to park so I am guessing it has some sort of authority to park there. It was obviously not in the usual road side location for normal ANPR tasks and I saw absolutely no marked bikes or cars in support.
Was it just watching for for a vehicle passing with a back up Q car hiding close by ?
Any ideas?

That is a possibility if the van had side windows for the cameras.

It did not look like a TV uplink van. We recently had a fleet of them parked for many days quite near to us so I am familiar with the sight of them.
