We might consider adopting this idea...

A woman in Ohio has been ordered to wear an 'idiot' sign after driving on a footpath to avoid a school bus picking up children.

Article stated that she had been repeatedly caught on camera so I presume they set their stall out to catch her. Hence the patrol car down the road. It was a set up then? :))

I have driven in the states but can't remember. Is it an offence to pass a school bus in either direction? Hence the 4WD pulling to a halt and then she overtook it on the verge.

IIRC it's not permitted to pass a school bus when it's got its ambers flashing - in the USA.

A vehicle must come to a complete stop when a bus has its red warning light on and the stop arm is extended.

I thought the ambers were red. And a red stop sign flips out of the side of the bus
