I'm getting old!

This confused me last week. What does the '80' in the square blue box mean?. I assume it's not minimum speed, shouldn't that be in a round blue sign?

BTW - isn't that a tunnel behind the sign? 100kph is common maximum on single carriageway roads in Spain, but temporarily 80 through the tunnel maybe?

They are quite frequent on Spanish motorways that have been upgraded from original National roads, where the original curves have been retained rather than straightened.
