Would it not make it easier to add say 10p to a litre in Fuel Duty and abolish RFL evasion?
Collecting Fuel Duty from 10 x oil refineries rather than millions of punters seems logical.

No s sherlock time. It was incredibly obvious that a move towards more fuel efficient vehicles would lead to fall in revenue which would be clawed back. The green argument was just a con to get people to accept sky high transport taxes.
If you slap on a high tax on new car purchases then new car registrations will fall through the floor. Work arounds with imports will soon appear so that you can legally avoid getting slapped with this extra charge.
Watch out for the 'if you don't like RFL then have road charging' instead which will be the next monster they wheel out. Even though masses of people signed the no to road pricing petition!
If you put it on fuel duty then you have the issue with electric cars paying nothing. I think you'd have to introduce a tax on charging electric vehicles as they still pollute. Less than a petrol/diesel but they're still causing pollution and will still cause wear on the roads as much as a normal car.
RFL should really be based on weight as the heavier vehicles cause more damage than lighter ones. Pollution is dealt with via fuel tax as the more you use, generally the less efficient it is and the more mileage you do. It would also encourage manufacturers to produce lighter vehicles rather than the fat bloaters they prefer at the moment.

Just wait and see what happens, life is too short to start worrying about tax rules which may or not be implemented. Alternatively if you really don't like it just go London smashing up official's cars, although this may land you in prison it would certainly make a point ;).
