Sorry, I don't understand the reason for query.

The three you must stop for are a police officer, a school crossing patrol and a red traffic light.

That's not the only error on that page, Q54 is about what to do if the lights start flashing when you are on a level crossing. The answer is right but the explanation is about speed limits when towing a trailer.
