At what interval should diesel glow plugs be replaced?

I don't think there is any suggested change interval for glow plugs .Just replace if or when they fail.Glow plugs on common rail diesels usually only work when ambient temp is very low,often below 4c or less.hth

As carmalade says, glowplugs are not a service item. They are simply replaced when they become faulty. It is also perfectly acceptable to replace them individually if you can establish which one(s) have died.

Many modern diesels will put an engine management or other warning light on when a glowplug fails, as glowplugs are mostly used for emission control purposes these days. Most common rails will start happily without glowplug assistance unless the temperature is significantly below freezing.

Glowplugs are typically energised after cold starting for burn efficiency / emissions purposes.
