I bet there were swarms of them. It happens so often it should be part of their training. And who would make the decision, based on what? I suppose you could say there should be (and probably is) plans for diversions for each motorway junction. But they must take a while to implement. And what would those on the diversion route feel about the contents of the M25 coming past their door and delaying their journeys? And maybe the diversion routes are simply not large enough to give meaningful relief so only to be used in absolutely extreme conditions. As usual we really don't know or understand enough. Hgv's weren't. Anecdotally it seems that different police forces deal with incidents differently. I'm surprised there isn't a national outcry about this. Why wasn't traffic stopped at the previous junction, and those beyond it turned round to exit there? It's plenty wide enough. (This happens on my local narrower A14 which pretends to be a M-way).
