My initial thought was that the electricity supply cabling was being changed to facillitate car charging. Many 'new' estates were built with loopin supply. But the latest zi post would seem to discount that. Maybe they are saving that for next year.
How about separating foul and surface (rain) water drains? Houses built with separate outlets as far as the road and initial cheap skate contractors just put surface water into the sewer network? Or just originally had nowhere else to send it?
Are they doing a pair of holes at a time, and using a mole to pull through short lengths of new pipe?
